Looking for a story about a super-human that decides to take over a political system by brute force and struggles with the aftermath

Ideally, the super-human is the protagonist struggling with the morality and logistics of becoming a benevolent dictator. I've always been fascinated by the Superman Injustice story-line, but it doesn't quite scratch the itch. I'm looking for a novel that dives more into the nitty-gritty fallout of a take-over like that. Chuck Palahniuk's Lullaby or Deathnote could have gone that way with a more subtle mechanism than "Evil Angry Superman" but they just don't get there for me. Any suggestions would be greatly appreciated!
