Pretty much exactly what the title says, a Navy x Pirate fantasy romance book. I don't remember which book it was, but I remember reading a book that had a Navy x Pirate cat and mouse romance as a subplot, and I thought it was the best version of enemies to lovers I'd ever heard of. I prefer wlw romance, but I'm fine if it's not, and I have no preferences about the content other than what's in the title. I'm truly not sure if any book like this exists, but if it does that would be amazing! Thank you!

I believe the second book in the Lies of Locke Lamora series has a romance element involved. If I’m remembering correctly, it’s called Red Seas Under Red Skies.
Primarily a fantasy book revolving around pirates and naval battles (others in the series are not naval), one of the two main characters has a romance element involved. The true protagonist, Locke who the book series is named after, is not in the romance, but the other is.
Only other I can think of that may possibly fit this is Liveship Traders – but I never read those so can’t confirm pirate/romance, only that it’s naval. However, the main series Robin Hobb wrote has a romance element, so there’s a chance that might?
