Looking for a dark, unsettling fiction about a cult secretly controlling a whole country

I’d love to read a dark and unsettling novel about a cult that secretly controls an entire country from the shadows. I’m looking for something with lots of mysteries, twists, and a creeping sense of dread as the protagonist uncovers the truth. Ideally, the book would have a complex plot and strong world-building.
