Philip Roth, The Plot Against America. Kowal’s Lady Astronaut series works if you don’t mind an asteroid strike. Brendan DuBois, Resurrection Day.

I think most of Robert Conroy’s books would meet your criteria, but I’d have to read the descriptions again to verify that. Also, Turtledove’s War that Came Early series would qualify though I think the later books get a little less probable. But the books are great—right after I finished them I could swear in five languages! 🙂

Many of Harry Turtledove’s books don’t. See https://en.m.wikipedia.org/wiki/Southern_Victory, Ruled Britannia, In the Presence of Mine Enemies, Through Darkest Europe, etc.
