That being said, cities generally have pockets of rougher areas. If you’re asking this question, I suspect chances are high that you won’t have a reason to end up in those pockets. I think that’s the top strategy: don’t seek out trouble, and it likely won’t find you. That, getting to know your neighbors, and treating everyone with respect gets you 99% of the way there, in my experience.
