A deadly education and sequels for a Harry Potter fan
Have you tried the Outlander series ? Time travel meets historical fiction. Plenty of smut mixed in. Scotland (close to England/Ireland). I feel like it definitely checks a bunch of your boxes.
Other books that might be what you’re looking for:

(Both take place in England and have that Emily Henry type vibe.)
How to stop Time by Matt Haig
Since you have Harry Potter on your list have you tried other coming of age YA series: Hunger Games, Divergent, or The Inheritance Games.
My final thought is anything by Sophia Kinsella. Her books are fun, light and enjoyable.
If you’re open to more middle grade fantasy, I recommend [Nevermoor](https://app.thestorygraph.com/books/792b1bc2-2420-40b2-86a8-968cf9e3bfa3) by Jessica Townsend. It’s my favorite series even as an adult, and the only one that makes me feel the way the Harry Potter books used to.
