It is sort of marketed that way but it doesn't feel like a typical romance novel that follows the journey of the leads getting together like you deserve each other or you again or pride and prejudice
In Emily Henry romance books for example there might be side plots usually about the MC's work place issues but those are often boring and its only mildly interesting when the leads are together ( yeah not a huge Emily Henry fan ). But broken country is different in that there wasn't a clear side issues /side plot that was unrelated to the romantic ark plus the main romantic ark, it was more all mixed together but they were all very linked , i guess that shows its a well written book.
But i didn't really find myself what is the expression kicking my feet over the romantic leads interacting or getting closer the way i d do in a typical romance novel. It was more just a part of the grander overall ark of the book.
