I love the idea of south coast smugglers during this period. Highway men and outlaws with pistols, boats and carriages. It seems like a very popular era for romance novels but I want something grittier and darker. I’m open to historical fiction or fantasy with this kind of feeling.
I know there is a lot of this kind of thing down in Kent with the Battle of Brookland being an interesting point

I’ve not read it, but Jamaica Inn by Daphne du Maurier would fit the bill I think? Friends who have read it enjoyed it.
Jamaica Inn by Daphne Du Maurier is the classic.
Georgette Heyer’s “The Unknown Ajax” is technically a romance, but I found the adventure element outweighed the romantic side-plot.
If you’re open to non-fiction, Bella Bathurst’s “Wreckers” is good, and “The Life of a Smuggler” by Helen Hollick is well-reviewed but I’ve not read it myself.
