Going into this post with full knowledge that these are both very unique works, and I'm unlikely to find anything exactly the same. But I would still love to hear suggestions from people who have enjoyed these works!
I just finished 17776 ('How Football Will Look in the Future') and it left me floored in a way I havent been since finishing IJ. Some of the things I liked about both:
-set in the future without feeling overtly futuristic
-roving perspectives – a wide cast of unusual characters
-dialogue that is both realistic and emotionally charged – large amounts of plot/conflict occurring through conversations
-critical of the US/entertainment culture/late-stage capitalism while maintaining an empathetic/humanistic perspective
-about sports, but accessible to a non-sports fan (but open to novels that discuss other facets of celebrity/pop culture/entertainment, not just sports!!)
-sarcastic tone interspersed with lines that hit you like a brick
-break the form of a novel – flipping, clicking, and the sense that you're actually consuming multiple pieces of media at once

It doesn’t meet all of your criteria but this made me think of A Naked Singularity by Sergio de la Pava, which is brilliant, not quite like anything else I’ve read, and which I think you might enjoy
