As a child I remember reading a book. The cover was of a skinny man in a red hat, playing the flute with a trail of rats following behind of him. The entire backround was blue. The book had a collection of stories eat with their own morals in it. Like fables. Some of the little stories I specially remember were:
The Magic Hat: A poor man finds a hat that can make soup out of anything he puts into it. He uses it to feed his family and impress his neighbors, until one day he accidentally puts a stone into the hat and ruins its magic.
The Judgment of Solomon the Wise: Like the biblical story of King Solomon and the baby, where two women claim to be the mother of a child. Solomon then orders the women to cut the baby in half so each of them can share it and soon realizes that the real mother is the one pleaded with him to spare the baby life, even if it meant giving it to the fake Mother.
The Onion Thief: A man is caught stealing onions from a farmer’s field and is brought before the judge. The judge gives him three options for his punishment: to eat a hundred onions, to pay a hundred rubles, or to receive a hundred lashes. The man can’t decide which one to choose, so he ends up doing all three.

The rat story is the pied piper. Google that and look for the cover image.
