Best books explaining the nature of corruption specifically as to why some countries are corrupt and others arent?

I assume its cultural and societal and incentive based but it still interests me why this happens.

Why are countries in europe not corrupt and what policies or measures cause this and why are places like china and russia much more corrupt?
