I’m talking books like:
– Gideon the Ninth (and the locked tomb in general),
– The Stars Are Legion (not really character focused but fascinating world-building),
– Sword of Kaigen.
Even something more on the chill side like:
– The Long Way To A Small, Angry Planet
– Legends and Lattes.

Oh, I’m a huge fan of Gideon the Ninth, The Stars Are Legion, and The Long Way to a Small, Angry Planet! Here are my suggestions:
* Trouble And Her Friends by Melissa Scott. Very subversive, it is about allowing yourself to be vulnerable and features characters who are part of a gay and lesbian community.
* The Otherland series by Tad Williams. These books are *enormous* and follow a large cast of characters. Slower paced than the books you have listed in your post. This author has also written fantasy.
* C. J. Cherryh is another author who writes both sci fi and fantasy that is character driven, but very slow paced.
* Our Wives Under the Sea by Julia Armfield. About a woman whose wife goes away for work, and comes back wrong.
* The Echo Wife by Sarah Gailey. Very subversive, about a ruthless career woman whose husband leaves her for a more traditionally feminine woman.
* Blackfish City by Sam J. Miller. Set in a city of refugees and advanced technology.
* Never Let Me Go or Klara and the Sun by Kazuo Ishiguro. Near future sci fi that seems, superficially, to be a lot like our world but is gradually revealed to be very different.
* Glory Season by David Brin. Set on an isolated planet both biologically and socially engineered for long term stability.
* The Sparrow by Mary Doria Russel. About a group of friends who are chosen for a mission making first contact with aliens.
