One of my favorite non-fiction books is {{Ballad of the Whiskey Robber}}, about an utterly inept bank robber in Hungary after the fall of the Iron Curtain. It’s funny, accidentally educational, but most of all makes you shake your head in disbelief because it seems as bizarre as a Carl Hiaasen novel.
Any suggestions along these lines? Time period and location are not important.
