I’m not aware of any books that will match the show (or games) in terms of post apocalyptic despair as well as the general goofiness and light hearted stuff.
The Silo series by Hugh Howey is good and focuses on people living in vaults after an apocalypse (also an AppleTV show).
The Road by Cormac McCarthy for an absolutely brutal post apocalyptic story.
The Canticle of Lebowitz by Walter Milner Jr is one I haven’t read yet, but I have often heard the original fallout game was inspired by this book.

Depends how depressed you wanna get.
There’s Stephen King’s “The Stand,” which is a (massive, time consuming) classic.
There’s “A Boy and his Dog” which is a novella by Harlan Ellison, which actually is one of the key inspirations for Fallout.
There’s “The Road” by Cormac McCarthy, which will destroy your soul.
There’s the “Emberverse Saga” series of books by S.M. Stirling, beginning with “Dies the Fire” which is probably the most fun and palatable of these.
