It is a fantastic movel in desert setting, possibly involving time travel or maybe just the story happens in the future. I remember many people have a common disease, probably related to the skin. Also, people have dreadlocks (rasta hair). The protagonist is a guy and for some reason he is called with a title (e.g. king). It was a mysterious book that i would like find.
