Accurate book about internal conflict between government bodies / foreign affairs?

I was watching ghost in a shell movie and it was interesting to see local government conflict with foreign affairs staff. I'm curious to read about how conflicts between gov departments sometimes play out irl.

• I'm not interested in cops vs fbi shtick. I don't care to read about cops. I mean more like federal government, foreign affairs, etc.
