Suggest me a book where the protagonist is an ex CIA etc operative who is a feared legend and has come back for revenge

Something along the lines of Jason Bourne, James Bond etc

Bonus points if the antagonist is female and there's some romance or chemistry between them ( I'm in love with evil women, sounds so bad saying that).
