The main character is deeply deluded into thinking her project or plan is a good idea for her. Actually it is not: it's an outrageous idea, all wrong. But she handles it in such a way that it is endearing. Or not the handling itself (wrong too) but how she speaks of her project and shares her hopes. (genre doesn't matter)
