I loved Susanna Clarke's Piranesi and would like to read more books like it. I'm primarily a sff reader, but would like to read more books where the mystery is the world itself, rather than just a bunch of people chasing the BBEG or them being chased by one.

Fire and Hemlock by Diana Wynne Jones. There is a villain but you don’t realize their influence until well into the story. It’s ultimately a book about magic unfolding in mysterious ways.
Mistborn has a little of both BBEG and the mystery is the world.
