I know there are people who liked when author go into details like how the victim's great-grandparent arrived to city, or how many children does the high school teacher of the murderer has and etc.
That's not for me, brief background of the characters is enough. What I like to read about is the cases, how it played out, the investigations, interrogation, that sort of thing.
One example of a book that did this really well for me is In Light of All Darkness by Kim Cross which is about the Polly Klaas kidnapping.
The author spent only one chapter to tell about Polly, and it's enough too make me feel deeply emotional about the case (never heard about it before). This shows me that, you dont need to spent like 100 pages to honor the victim.
