I'm after a series that focuses on a organisation/city/nation that was previously powerful or in its prime but has suffered a loss of power/people/cause or a slow winding down of its abilities but then through a new discovery or new character, can rebuild and rediscover it's purpose and grow.
Examples would be the Rivers of London series or Ankh-Morpork over the Discworld series.
