So after some thought, I really don’t think that Snow is the villain in TBOSAS. I know it’s his prequel and more of a romance story, but think that it’s Gaul. I know this seems simple, but I think Gaul is who sets Snow up to be the villain in SOTR and the Hunger Games. Does his actions in the two prequel books justify the actions he takes in Katniss’ story?

No, nothing justifies it.
He is an arrogant narcissist. Every choice he makes is to serve his own interests.
TBOSAS was never a love story. It s a story about how snows s greed takes over love and everything. Love for Tigris, Lucy Gray or anyone else. I thought he could have cared and loved Lucy despite their difference but even when he was with her and Sejanus he was more obiedient to the capitol than the good compass each human should have in them.
Nothing justifies snow s action. I agree, Gaul takes Snow on that path, but he **was** already on it. She just pushes him further. Yes, Gaul is worse than him.
I don’t really see it as a romance. At every turn, we are reminded that he is using Lucy Gray and every thought he has about her returns to himself and how she can serve him and elevate his position. On some level, he is fascinated by her, but it is definitely not love. (At least to me).
