Nope, you nailed it, Wuthering Heights is the one. And now that you mention it, it seems odd, that so few novels have that… wonder what’s up with that, it’s certainly a common enough thing.
Well, Mr. Darcy, in Pride and Prejudice, clearly does a lot of yearning… but it’s not nearly as public. Yeah, I dunno.

Very specifically, Colonel Brandon in Sense and Sensibility, as portrayed by Alan Rickman in the ‘90s movie. It is the single most romantic portrayal of yearning love in cinema history. It’s all around a perfect film and a wonderful novel. The colonel is a perfect example of yearning love in the book as well.
Edited for spelling.

James a.k.a. Templeton Lane in Gilded Cage by KJ Charles.
Dorsey in Pride and Protest by Nikki Payne. (This is a modern Austen retelling, so he’s Mr Darcy re-imagined).
Both Shane and Ilya in Heated Rivalry by Rachel Reid. (And now is a great time to read this one, with it releasing as a premium tv limited series next month!)
