Looking for a slow burn enemies to lovers book!

I accidentally fell in love with the enemies to lovers trope and I'm desperate for.
I'm looking for a book where:
– they're actual enemies, like they be wanted eachother dead, fighting on opposite sides whatever.
– crime/murder(mystery)/law is involved (which I'm sure is a genre I don't know the name of).
– I cry. I love a tragic story.
– FMC is not a weak shy little oversexualised girl, but a well written strong character.
