How do I select friends and people to be close with who have good values?

Hi,

I keep thinking to myself that I regret most people that I meet or develop more than non-platonic relationships with. How do I select friends and people to be close with?

But sometimes people I meet randomly, I have really treasured relationships with. Is there a book that discusses how to evaluate someone’s character or personality so that I can better know who to become friends with or something that could guide me as I determine whether or not to become close to someone?
