I can't get to the library fast enough for this boy. His reading level is hovering between 4th and 5th grade.

Every graphic novel we've said yes to.
Most Dahl books
He will not read Stuart Gibbs or Gordon Korman. I handed him his brother's copy of Restart, not thinking and he got very upset.
We believe boys can come up with enough potty humor on their own so no dog man, captain underpants, ect. That being said, he loves British humor (Richard Osman and Richard Ayoade in particular.)

Mr. Penguin and the Lost Treasure might fit the British-humor lane without going full potty-joke. The Uncommoners: The Crooked Sixpence is also worth a look if he wants something a little more plotty and puzzle-ish.
