My memory of the plot was such:
Set in a distopian future were everyone has implants. If you can’t afford to pay your bill, you’re forced to advertise things. For example, you could be sitting on the bus and all of a sudden someone will start talking to you about laundry detergent or shouting about it on the street. I think they were called screamers.
For some reason I feel the writer was dutch but can’t say for sure. Have tried googling but not getting anywhere.
