Weird question, but a few years ago there was a TV drama in Spain settled in a hotel around the beginning of the 20th century. It mostly told the story and secrets hidden behind the family who was owner of the building and their workers/maids.
I have an itch for something similar now.

One book that fits your criteria is “The Grand Hotel” by Scott Kenemore. It’s set in a Victorian-era hotel and goes into the lives of both the guests and the staff, uncovering secrets and mysteries along the way.
Another option is “Hotel du Lac” by Anita Brookner, which is set in a European hotel and explores the intricacies of relationships among the guests and staff.
