Oddly specific I know, but I'm in the midst of reading Cyberville by Stacy Horn, and while its main focus is on Echo, the NYC-based forum she created, it gives a window into late 90's-early 00's NYC culture and personalities that I found interesting. Various people have looked back on that time fondly, remembering how there was strong (now seen as uninformed) optimism in the country and that we were heading into a bright new future, if that make any sense. I've also read My Year of Rest and Relaxation which I liked.

9/11 was only a bit over eight months into the new millenium so that is a pretty narrow window.
