I'm not a very avid reader, but because I'm trying to add something to the genre of mystery, I feel it would be doing a disservice to not experience it myself. What are the best books with strong plots and characters so I can learn? I don't mean a how-to book, just some really good writing. Thanks!

Agatha Christie
The works of Dashiell Hammet and Raymond Chandler. Also Stephen King “On Writing”
There are *a ton* of subgenres under the umbrella of the mystery genre. It may help-us-help-you to tell us what subgenre of mystery you are writing (but maybe not – just an idea.)
Depends on the genre.
Lisa Jewell and Freida MacFadden are very popular right now.
