The Drop by Dennis Lehane and Lush Life by Richard Price both get into that realm.
If you REALLY want to get into the back and forth dynamic and perspective between cops and criminals though, for me nothing beats Don Winslow’s Cartel Trilogy (The Power of the Dog, The Cartel, The Border).

In the spirit of True Detective, creator Nic Pizzolatto’s novel Galveston is dark and gritty. Not so much a who-dunnit though.

The Girl Who Who Taken by Charlie Donlea might kept me guessing! With a forensic pathology focus, if that’s your jam.

I thought The Girl With The Dragon Tattoo gave True Detective vibes but there’s no actual police.

James Lee Burke might of interest to you.
I think I started with Black Cherry Blues.
He does dark and bleak as darkly and bleakly as it gets.
