All of KJ Charles’s queer romances are set in Britain.
If you want a thriller on top of that try her Will Darling adventure trilogy set just after WWI. The first book is Slippery Creatures.

Patrick Gale’s books are mostly set in small town England, with queer characters but not with queerness as the main plotline. Not so much romance either though, it’s there but not as the main focus. The books are more “slice of life” kind of thing, but he’s a great writer.
